RICHMOND / WEST CONTRA COSTA COUNTY — October 27, 2026. A significant funding announcement could direct new resources toward public health and cleaner air in Richmond and neighboring communities. On October 9, the Bay Area Air Quality Management District announced $65 million in awards from its Bay REPAIR initiative, which uses pollution-penalty proceeds for community improvements.

Where the largest funds are assigned

According to the air district, the largest two Richmond Catalyst grant awards include $10.7 million to the City of Richmond and $12.9 million to Contra Costa County, a combined $23.6 million. Additional awards support other communities, including North Richmond, San Pablo, Pinole, El Sobrante, East Richmond Heights, Point Richmond and Benicia.

What projects are these funds for?

The district says grant recipients are to work on community-led projects addressing air pollution, public health, clean energy, local economic opportunities and resilience. The October 9 release describes grant awards but also says agreements must be finalized and project work must begin; therefore, $65 million awarded is not $65 million already expended, and not all the money goes to the City of Richmond alone.

Why tracking results is important

Residents should be able to see each grant agreement, project owner, site, budget, delivery schedule and measurable outcomes. Public announcements are a starting point; measured changes in pollution exposure and completed facilities are a separate accountability test. This funding could be an important public health resource, but results should be evaluated without declaring success in advance.
