RICHMOND, Contra Costa County — October 27, 2026. A former hotel has become a new source of permanent homes for people experiencing chronic homelessness. The City of Richmond reports that its Civic Center Apartments Homekey Project is complete and celebrated a grand opening on October 2, 2026.

What changed at the building?

The project repurposed the former Motel 6 at 425 24th Street into 49 units total: 48 studio apartments for qualifying residents and one unit for a property manager. The city says the resident studios serve extremely low-income households earning up to 30% of area median income.

Renovations include private bathrooms and kitchenette areas, common indoor and outdoor spaces, a community kitchen, offices for resident services and property management, new efficient heating and cooling systems, upgraded lighting and plumbing, accessible improvements and improved insulation.

Does the opening mean every unit is occupied?

No. The city’s project status page states that the first residents were anticipated to begin moving in during October 2026. A completed construction project and an opening ceremony are different from verified occupancy figures. The city does not claim all 48 resident studios were occupied on October 2.

What to measure in the long term

Supportive housing aims to pair stable residences with services. Meaningful evaluation requires information on actual occupied units, resident retention, operating funds, service access and community outcomes. The Homekey conversion should also be distinguished from emergency motel vouchers or nightly temporary lodging.
